The Council President has all the powers of the other Council members, including the right to vote. The President presides over Council meetings, appoints various Council committees, assists and coordinates these committees and performs any other duties that may be required by Council. The President generally acts as the spokesman for City Council.

The Council President serves as the Acting Mayor in the event the Mayor is unable to perform his duties.

Mr. Budney is chairman of the Finance, Taxation & Assessments Committee, vice chairman of the Legislation & Rules Committee, a member of the Public Health, Safety & Relief Committee, and a 15 year Trustee on the Board of Trustees of the Southwest Community Health System, currently its Vice Chairman.
