The City of Middleburg Heights also promotes and participates in community development programs that focus on creating and maintaining livable neighborhoods that enhance the well being of City residents
The City of Middleburg Heights offers the following programs which are administered in conjunction with the Cuyahoga County Department of Development:

The Cuyahoga County Lead Safe Program enables eligible low-and-moderate income homeowners and renters in all 58 Cuyahoga suburbs outside the City of Cleveland to make changes in their homes to provide a lead safe environment for young children.

The Down Payment Assistance Program is available to income qualified first-time homebuyers for the purchase of a home in one of fifty (50) suburban communities. The Down Payment Assistance program now offers three targeted assistance programs to better serve the community at large.

The Home Weatherization Assistance Program provides free energy efficiency improvements to eligible homeowners and renters in Cuyahoga County, outside the City of Cleveland, at no cost to the household.

The Housing Rehabilitation Loan Program for Senior Citizens enables low-and-moderate income senior homeowners living in participating communities to make repairs and basic home improvements.

The Housing Rehabilitation Loan Program enables eligible low-and-moderate income homeowners to make repairs and basic home improvements that maintain the quality of their housing and create a positive effect in the surrounding neighborhood.

The goal of the Don't Borrow Trouble campaign is to prevent predatory lending practices by empowering consumers with the knowledge and tools needed to avoid being victimized by predatory lenders.
In addition, the City of Middleburg Heights is an active participant in County Treasurer Jim Rokakis’s Housing Enhancement Loan Program (H.E.L.P.) allows homeowners in Middleburg Heights to borrow money for repairing or remodeling homes at three percentage points below a bank’s market rate for home improvement loans. H.E.L.P. has no restrictions on a borrower’s income and few limitations on what improvements can be made to a property. Both owner occupied and investment properties are eligible.
Since the beginning of the City’s participation in the Housing Enhancement Loan Program in July 2000, Middleburg Heights residents have secured over 70 low-interest loans resulting in approximately $850,000 in property improvements.
The City of Middleburg Heights recognizes that a strong school system not only compliments fundamental economic development objectives, but is also essential for maintaining and promoting a broad and diverse economic base.
 Middleburg Heights is proud to be a part of the Berea School District with its quality academic programs and many extracurricular activities. The Berea City Schools are not only an asset to the community, but are also a valued asset to the City’s economic development program.
Middleburg Heights is at the heart of the Cleveland Metroparks ‘Emerald Necklace’, and is proud to be the site of the proposed Lake-to-Lake nature trail which, through a collaborative effort between the City and the Metroparks System, will create a 2.3 mile hard surface all-purpose trail for walking, running, biking and rollerblading which will extend through the heart of the City’s office and industrial district. Special features will include educational boardwalk trails, elevated platforms and areas which will overlook into the natural wildlife preserve.
